Electronic Government and Social Structure Obstacles in Yemeni Society: A Theoretical Sociological Study

Abstract

 

     This chapter presents the methodological and theoretical framework of the study entitled “E-Government and Its Impact on Social Structure in Yemen.” It highlights the concept of e-government and its role in improving institutional performance, modernizing state services, and fostering interaction between the authorities and society,     The chapter also examines the Yemeni context, characterized by weak technological infrastructure, limited qualified human resources, as well as administrative and social obstacles that hinder effective digital transformation. The study adopts a descriptive-analytical approach supported by a field survey to assess the impact of e-government on social structure in terms of institutional trust, transparency, and community participation, The theoretical analysis indicates that the success of e-government implementation depends on political will, technical efficiency, human capacity development, and the presence of social awareness that supports digital transformation.
